The opportunity to include Gaza in this new territorial entity by linking Gaza to Judea and Samaria (West Bank) through Israeli sovereign territory has been lost following Gaza's invasion of Israel on 7 October 2023.
Gaza's residents however could still achieve the same status as Palestinians living in Lebanon.
HKOPS - initially presented in March 2020 to replace President Trump's 2020 Peace Plan – was resurrected in 2022 – but has never been considered or even acknowledged by the United Nations as an alternative solution to the Biden/UN State of Palestine or any other two-state solution.

Implementing HKOPS has now become the key to Trump ending the Jewish-Arab conflict.
